Learn more about this agency Responsibilities Leads a team of professional accountants in training; monitoring work status; leading process improvement activities; mentoring; communicating and integrating the organization?s strategic plan, mission and values into the work unit. Serves as an expert in accounting procedures and policy compliance in the development and implementation of major operating policy and procedural changes. Reviews, analyzes, and evaluates the status of performance measurement and financial management information indicators for assessing the health and effectiveness of accounting operations. Analyzes operating procedures to identify areas of potential non-compliance; explains discrepancies; and provides authoritative policy interpretation to ensure modification of existing operations to comply with regulations. Reviews a variety of incoming, outgoing, and summary financial reports to ensure the accuracy, reliability, and integrity of financial operations and financial reports submitted operating from operating activities. Travel Required 25% or less - You may be expected to travel for this position. Obtain/Maintain Financial Management Certification Qualifications This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: providing professional accounting, finance and reporting services, technical advice, and assistance to supported customers in the application of accounting theories, concepts, principles and standards to independently negotiate solutions related to operational accounting and finance work. Examples of qualifying specialized experience: knowledge of accounting principles, standards, theories, practices, concepts, and techniques sufficient enough to provide advisory and consulting services to operational managers and supported customers on accounting and financial matters; ability to independently resolve difficult financial management issues; provide authoritative interpretations of organizational policies and provide recommendations on overall structure and processing requirements of accounting systems; and, ability to design, develop, integrate, and implement new functional and financial systems; experience preparing, validating, auditing and analyzing financial statements, records and reports. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Education Education is not substitutable for specialized experience at this grade level.
