Job Description:
The position of Vice President of Hearing Operations is regarded
as one of the highest profile and impactful positions within the
national office. Subject to immense public scrutiny, this position
oversees the strategic direction, operation and management of the
NCAA infractions adjudicative functions and the national office
staff who support those functions. The primary areas include: The
Independent Resolution Panel, the Independent Accountability
Oversight Committee and Infractions Referral Committee; The NCAA
divisional Committees on Infractions (Divisions I, II and III); The
NCAA divisional Infractions Appeals Committees (Divisions I, II and
III); Functions as a visible resource to the governing bodies (NCAA
Division I Board and Presidents Councils, membership, national
office staff and public) from the hearing side of the infractions
process; Serves as a dotted-line resource to other adjudicative
bodies in the national office; and performs other functions as
assigned by the Chief Operating Officer. Duties/Responsibilities
The Vice President of Hearing Operations has primary responsibility
to provide operational and strategic leadership and coordination in
the following areas: Providing operational and strategic
coordination for the adjudicative and referral apparatuses of the
new Independent Accountability Resolution Process, including: (i)
the Independent Resolution Panel, (ii) the Independent
Accountability Oversight Committee; and (iii) the Infractions
Referral Committee. Providing strategic leadership and coordination
with the NCAA Divisions I, II and III Committees on Infractions by
facilitating a quality, efficient, fair, scalable and credible
infractions hearing process consistent with the NCAA bylaws and the
membership's expectations. Providing strategic leadership and
coordination with the NCAA Divisions I, II and III Infractions
Appeals Committees by facilitating a quality, efficient, fair,
scalable and credible infractions hearing process consistent with
the NCAA bylaws and the membership's expectations. Providing
strategic leadership and coordination with the NCAA Division I
Board of Directors Infractions Process Committee to ensure
membership expectations with policies, align with practices.
Operating to leverage the adjudicative arm processes as an
effective barometer of policy issues presenting in the adjudicative
process and coordinate as a thought leader with leadership of
adjudicative bodies and governance structure to identify pain
points, trends and potential solutions. Operating to advance a
strategic view of adjudicative functions under the NCAA Hearing
Operations Group as a primary face of the national office and the
Association to the membership and the public. Developing and
implementing a strategic plan to advance the hearing process's core
mission, which addresses (i) proactively identifying and addressing
tensions on the infractions process through process adaptation;
(ii) scalability of function; (iii) leveraging technology; (iv)
gathering and analyzing hearing process feedback and metrics to
recalibrate and forecast; (v) identifying and measuring benchmark
goals and standards for success; (vi) maximizing quality writing as
a chief currency of credibility and persuasion; (vii) overseeing
developing outreach and education platforms; (viii) developing and
conveying the membership infractions hearing process brand; and
(ix) risk avoidance through best-practice processes and
consultation with Office of Legal Affairs and audit. Working in
coordination with the committee chairs of the Independent
Accountability Oversight Committee, the Infractions Referral
Committee, leadership of the three Committees on Infractions and
Infractions Appeals Committees to update divisional governing
bodies with appropriate infractions information and strategic
issues. Attending infractions hearings and overseeing the national
office staff in the NCAA Hearing Operations Group who support the
existing infractions hearing committees, support the Independent
Accountability Oversight Committee and the Infractions Referral
Committee and coordinate with Independent Resolution Panel in the
day-to-day hearing operations. Facilitating independent,
confidential decision-making as a core principle of the Independent
Accountability Resolution Process and the membership peer review
model for deciding cases. Facilitating persuasive, effective and
timely produced written decisions and work-products generated from
the infractions hearing process. Functioning as the principal
liaison between the Independent Accountability Oversight Committee,
Infractions Referral Committee, the Independent Resolution Panel,
the Committees on Infractions and the Infractions Appeals
Committees for strategic process coordination and review standards.
Facilitating a credible and comprehensive committee member and
adjudicator selection process and robust training calendar and
curriculum. Functioning as a spokesperson and resource to the
membership, national office staff and public regarding the
adjudicative processes. Functioning as an organizational
counterpart to other regulatory function vice presidents on areas
of strategic coordination to ensure varied perspective input.
Developing and implementing a quality control program that
maximizes data analytics by (i) identifying key metrics and trends;
(ii) leveraging membership/user feedback; (iii) reinforcing quality
benchmarks; (iv) monitoring timeliness; (v) quantifying and
qualifying errors; (vi) proactively utilizing education and
training to remedy areas of concern; and (vii) regularly providing
performance updates and future financial goals to the Independent
Accountability Oversight Committee, Infractions Referral Committee,
the Independent Resolution Panel, the Committees on Infractions,
Infractions Appeals Committees, and the Division I Infractions
Process Committee governing bodies and senior-level NCAA
leadership. Communicating and coordinating with the leadership of
all NCAA regulatory units involved with the infractions process to
ensure effective and progressive execution and strategic direction.
Overseeing staffing and financial matters for the infractions
hearing process, including but not limited to (i) managing staffing
and performance of national office staff assigned to support the
NCAA Divisions I, II and III Committees on Infractions and
Infractions Appeals Committees and coordinate with the Independent
Accountability Oversight Committee, Infractions Referral Committee,
the Independent Resolution Panel; (ii) developing annual staff and
committee budgets; (iii) regularly providing budget and financial
performance updates and future financial goals to respective
committees and senior-level NCAA leadership. Serving as a
dotted-line resource or providing oversight to other membership
adjudicative bodies in the national office, as identified by the
NCAA executive, to ensure strategic support and application of best
practices to general operations, technology, hearing operations,
process improvement, decision-making, decision quality, timeliness
and other performance standards. Qualifications/Experience
