JOB DESCRIPTIONJOB TITLE: Senior Analyst-UtilitiesDEPARTMENT:
Portfolio Management and AnalysisREPORTS TO: Director-Portfolio
Management and AnalysisFLSA STATUS: ExemptEXPECTATION FOR ALL

accountability to ownership.POSITION SUMMARY:Responsible &
accountable to Ownership for activities related to maximizing cash
flow (both in the short term and long-term) for the portfolio.
Activities include but are not limited to accurate use of portfolio
analytics to support Owners annual utility benchmark targets,
achieving the lowest possible UA for affordable assets in order to
maximize rental revenue, management and refinement of sub-metering
activities, and utility rate analysis. This position reports to the
Director of PMA.ESSENTIAL DUTIES AND RESPONSIBILITIES:Effectively
manages annual UA schedule to maximize rents while minimizing risk
or compliance exposureDetermine lowest possible UA, monitor,
electronically track, and communicate utility allowances per
Section 42 and related guidelinesSubmit and gain UA approvals with
state agenciesMaximize NOI through sub-metering at existing and new
assets, priorities actions and collaboration with external vendors
and property management to exceed 90% recovery of water/sewer
expenseCommunicates with property management to resolve water leaks
at propertiesApproves property monthly sub-meter recovery
reportsEvaluate opportunities related to utilities whether related
to efficiencies or technology which impact cash flow, collaborate
with appropriate individuals or department and implement when
impact will be favorableSeeks approval from HUD or other state
agencies for resident paid utilities when applicableManages annual
utility benchmarking functionsWork with SVP of PMA to evaluate and
support capital expenditure opportunities related to energy savings
measuresPresents monthly utility summary at monthly owners
meetingSome travel required (about 2 days per month to visit about
one-third to one-half of portfolio per year).Supports other
analytical functions (Revenue Management, Financial Statement
Review) of department as needed/applicable.Encourages team
participation in meetings and processes that are critical to
optimal portfolio performanceQUALIFICATIONS/SKILLS & KNOWLEDGE
REQUIREMENTS4-year degree requiredAdvanced degree and/or finance or
real estate certifications preferred (e.g. MBA, CFA, CPA, HCCP,
CPM, CHAM, CEM, etc.)Experience using quantitative analytical tools
desirable3 years' analytics, utility or multi-family experience
requiredSection 42 experience preferredOn-site experience
preferredAbility to use Outlook, Excel, Word, and PowerPoint
requiredExperience with YES (Yardi Energy Solutions)
preferredAbility to set up and use Access or other database
software preferredLanguage skills - ability to read, analyze, and
interpret common scientific and technical journals, financial
reports, utility tariffs and legal documents. Ability to respond to
common inquiries or complaints from customers, regulatory agencies,
or members of the business community. Ability to write speeches and
articles for publication that conform to prescribed style and
format. Ability to effectively present information to top
management, public groups, and/or boards of directors.Math skills -
ability to work with mathematical concepts such as multivariate
regression analysis, probability and statistical inference, and
fundamentals of plane and solid geometry and trigonometry. Ability
to apply concepts such as fractions, percentages, ratios, and
proportions to practical solutions.Reasoning ability - ability to
define problems, collect data, establish facts, and draw valid
conclusions. Ability to interpret an extensive variety of technical
instructions in mathematical or diagram form and deal with several
abstract and concrete variables.PHYSICAL DEMANDS:Will conduct site
visits as needed to assess utility related issues.WORK
ENVIRONMENT:Lead and/or participate in various group
meetingsPhone/video contact with Property/Area/Regional
Managers.Travel- site visits as needed to trouble shoot problems (2
days per month)Occasional overnight travel for industry events,
