Job Description:
POSITION: Lead Web Administrator
DEPARTMENT: Information System Services
WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F
STATUS: Full-Time
FLSA STATUS: Non-exempt

Incumbent serves as Lead Web Administrator for the Information
System Services Department, responsible for maintaining the County
web sites and related databases.
DUTIES:
Supervises and directs assigned personnel, including interviewing
applicants, making hiring recommendations, planning/delegating work
assignments, providing training and corrective instruction,
evaluating performance, and maintaining discipline.
Specifies, configures, implements, tests, debugs, and supports Web
applications and related databases.
Designs and develops graphics, data sources, dynamic web pages, and
other web applications using relevant and current technologies.
Secures programming, graphics, word processing, and authoring
support as needed.
Ensures that submitted Web content and materials meet established
standards.
Converts submitted materials to appropriate Web formats; including
documents, images, videos, and slide shows.
Researches new Web features and tools which might be useful for
authoring content and materials, for managing the Web sites, and
for expanding on-line offerings.
Manages the day-to-day operation of the Web sites including the
updating of Web content and materials, monitoring related systems,
and performing various maintenance tasks.
Provides technical supports for the web authoring environment and
web applications supported by Hamilton County.
Works with other ISS staff members in systems development and
support.
Performs administration of Web environment, reviewing system design
and security issues. Works with others in ISS Department in
determining Web related requirements.
Coordinates web projects, prepares and presents progress reports to
Web Policy Committee, and others as requested.
Serves as non-voting technical advisor to the ISS Board, including
attending meetings and making recommendations related to the
County's web environment.
Administers department WEB budget, authorizing and tracking
expenditures. Assists in preparing annual department budget,
evaluating future needs, and submitting recommendations to ISS
Manager.
Handles moderately complex computer error correction
activities.
Periodically attends job-related conferences and training.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Associates Degree in computer science or related technical field,
or a minimum of two years of increasingly responsible relevant work
experience, or equivalent combination of education and experience.
Baccalaureate Degree preferred.
Working knowledge of and ability to make practical application of
standard principles of computer system and database administration,
including policies, procedures and resources necessary to install,
upgrade, and maintain system software and applications. Preferred
experience would include Windows Server, IIS, and SQL Server.
Working knowledge and experience with governance, design,
development, and maintenance of SharePoint Online, PowerAutomate,
and PowerApps in a complex work environment. Experience with
SharePoint Framework, Fabric UI, and Typescript is a plus.
Working knowledge of and ability to make practical application of
standard principles of web and database environments, including
policies, procedures, and resources necessary to develop, implement
and maintain dynamic web applications that will meet current ADA
requirements. Preferred experience would include the following:
Visual Studio, JavaScript, iQuery, Python, CSS 3, html, 5, API
calls, BitBucket or GitHub, Photoshop, Adobe Acrobat, and public
facing web services, such as web forms, digital signature,
payments, scheduling, and appointments.
Ability to read and interpret various technical manuals, and
properly operate various standard office equipment.
Ability to effectively communicate orally and in writing with
co-workers, other County departments, and software/hardware
technical support personnel, including being sensitive to
professional ethics, gender, cultural diversities, and
disabilities.
Ability to supervise and direct assigned personnel, including
interviewing applicants, making hiring recommendations,
planning/delegating work assignments, providing training and
corrective instruction, evaluating performance, and maintaining
discipline.
Ability to understand and follow written and oral
instructions/directions, and appropriately respond to constructive
criticism.
Ability to comply with all employer/department personnel policies
and work rules, including, but not limited to, attendance, safety,
drug-free workplace, and personal conduct.
Ability to provide public access to or maintain confidentiality of
department information/records according to state requirements.
Ability to work alone and with others in a team environment, often
under time pressure, and maintain appropriate, respectful
interrelationships with co-workers.
Ability to plan and lay out assigned work projects, work on several
tasks at the same time, and complete assignments effectively amidst
frequent distractions and interruptions.
Ability to occasionally work extended, evening and/or weekend hours
and travel out of town for training/seminars, sometimes
overnight.
II. DIFFICULTY OF WORK:
Incumbent's duties are somewhat restricted in scope, but are of
substantial intricacy, with several variables and considerations.
Incumbent performs according to technical manuals and department
policies and procedures, exercising independent judgement in
maintaining website availability.
III. RESPONSIBILITY:
Incumbent applies standardized practices to individual cases, where
desired results are clearly indicated, referring
unusual/unprecedented situations to supervisor, as needed.
Incumbent receives indirect or occasional supervision, with work
review primarily for compliance with legal requirements and
attainment of objectives.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County
departments, and software/hardware technical support personnel for
purposes of exchanging information and providing training and
assistance.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment
involving sitting and walking at will, sitting for long periods,
keyboarding, close vision, hearing sounds/communication,
occasionally lifting/carrying objects weighing less than 25 pounds,
and speaking clearly.
Incumbent occasionally works extended, evening and/or weekend hours
and travels out of town for training/seminars, sometimes
overnight.
