Salary:

This position traditionally starts at an annual salary of $41,574. Salary for this position may be commensurate with education and job experience.

About the Job:

The Immunization Division is one of six divisions within the Public Health Protection and Laboratory Services Commission of the Indiana State Department of Health (ISDH). The ISDH Immunization Division is one of 61 states and US territories funded through a cooperative agreement with the Centers for Disease Control and Prevention (CDC) to develop, implement, assess, and promote immunization-related activities with the goal of achieving and sustaining high immunization coverage, reducing vaccination disparities, and decreasing the incidence of vaccine preventable diseases (VPDs). The ISDH Immunization Division is committed to the prevention of disease, disability, and death among Hoosiers across the lifespan through a collaborative approach to improve vaccination coverage and access to vaccines.

The Immunization Division is organized into four sections consisting of 33 staff: Immunization Information System (IIS) Operations, Division Operations, Vaccine Access and Management, and Immunization Assessment and Promotion. The ISDH Immunization Division Immunization Surveillance Coordinator (ISC) position leads the Data and Research team housed within the Immunization Assessment and Promotion (IAP) section. This position reports directly to the IAP Director. This section is responsible for developing, implementing, and evaluating population health activities to improve vaccination coverage, including quality improvement, education, partnership development, and community engagement.

The ISC will perform the complex project management, data, and research functions to support the Immunization Division achievement of the grant deliverables associated with the Centers for Disease Control and Prevention (CDC) cooperative agreement. This position works independently as a content expert and collaboratively to research and evaluate program activities that improve immunization coverage at the community and system levels. The ISA uses informatics and information technology in accessing, collecting, analyzing, using, maintaining, and disseminating data and information. This position provides direct supervision and support of two staff on the Data and Research team (Analyst and Support Specialist), and is responsible for coordinating the work of the team.

A Day in the Life:

The essential functions of this role are as follows:

Project Management (25%)

  • Works closely with the Immunization Assessment and Promotion Director to initiate and develop collaborative research and educational projects with local, regional, state, and national partners regarding immunization program activities
  • Provides technical advice to state and local health agencies about measuring and evaluating public health capacity and performance at local and state levels
  • Provides evaluation support and expertise for the Local Health Department grant funding program.
  • Defines the evaluation activities and reporting elements associated with Local Health Department grant funding proposals
  • Leads and actively contributes to highly visible, complex community health assessment projects, including annual state and county assessment reports and school vaccination coverage reports
  • Devises project work plans
  • Produces complex technical reports replete with summary of findings and evaluation
  • Presents results to internal and external groups

Strategic Planning and Performance (25%)

  • Maintains division strategic plan and associated performance metric tracking
  • Develops and maintain division logic model
  • Develops and maintain data collection plans for each division team.
  • Conducts ongoing strategy performance analytics
  • Facilitates annual division performance review in collaboration with leadership
  • Develops and maintain Division Quality Improvement Plan (QIP) based on findings
  • Facilitates strategic planning group sessions
  • Contributes ideas and expertise to develop data collection, analysis, and evaluation strategies in response to findings
  • Assists in the completion of midyear and final reports for the CDC Cooperative Agreement

Supervisory Capacity and Leadership (15%)

  • Provides daily operations oversight and support for two staff.
  • Leads the updating and maintenance of all Data and Research materials
  • Assists in the preparation and execution of team work plans
  • Reconciles and approves timekeeping and travel submissions
  • Develops performance standards and evaluates work performance
  • Performs staff observation activities to identify opportunities for training and professional development
  • Coordinates hiring, interviewing, and selection process for new team staff

Data Analysis and Assessment (15%)

  • Performs complex data analysis and assessment functions utilizing statistical software
  • Designs and builds large and complex information sets
  • Integrates and extracts relevant information from large amounts of data

Data Management Procedure and Policy (10%)

  • Develops and maintains data collection, analysis, and reporting operations manual
  • Identifies research and training needs.
  • Translates complex analytical and technical concepts to program staff and leadership
  • Creates and delivers internal program trainings

Section Operations Support (5%)

  • Provides thought leadership regarding content development for online learning management system (LMS) training modules, provider training materials, policy development and revisions, and process improvement interventions

Other duties as assigned (5%)

  • Supports vaccine-preventable disease outbreak response efforts.

What We're Looking For:

  • Advanced degree in epidemiology or health informatics
  • At least one (1) year immunization program-related experience
  • Working knowledge of Immunization Information System (IIS) and/or CHIRP
  • Demonstrated experience collecting and analyzing immunization data
  • Advanced knowledge of SPSS, SAS, and/or STATA

What You'll Need for Success:

  • Valid Indiana Driver's License
  • Access to reliable transportation
  • Bachelor's degree in public health or community health, epidemiology, public policy, health informatics or related field
  • Demonstrated complex project management experience, including planning and organizational skills
  • At least one (1) year documented professional or volunteer experience in a supervisory capacity that includes conflict resolution
  • Experience managing and prioritizing multiple tasks and timelines in an environment with shifting expectations and priorities
  • Demonstrated experience employing exceptional written and verbal communication skills that involve clearly presenting information to stakeholders and staff of varying professional and learning levels
  • Demonstrated experience creating and publishing technical reports for internal and external audiences
  • Demonstrated experience defining and analyzing research problems
  • Demonstrated experience extracting, error-checking, and organizing data from a variety of sources for analysis and reporting
  • Demonstrated experience reading, analyzing, and interpreting information in technical and professional journals and publications
  • Demonstrated experience performing critical reviews of technical reports and other statistical documentation
  • Demonstrated proficiency utilizing Microsoft Office products- Outlook, Word, PowerPoint and Excel
  • Advanced knowledge of quality improvement principles, concepts, methodologies, and concepts
  • Detailed knowledge of strategic planning principles and activities
  • Demonstrated experience using SPSS (Statistical Package for the Social Sciences), SAS (Statistical Analysis Software), and/or STATA (Software for Statistics and Data Science)
  • Detailed knowledge of SPSS, SAS, and/or STATA
  • Working knowledge of adult learning concepts and methodologies
  • Working knowledge of the core functions and essential services of public health
  • Working knowledge of population-based health status indicators, determinants of health and illness, factors contributing to health promotion and disease prevention, factors influencing the use of health services

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
