Job Description:

Position Summary

Position responsible for conducting all phases of public procurement process for city and county agencies. Review and process department requisitions. Prepare and process all statutory required bids and quotes. Act as liaison to departments and vendors to resolve procurement issues.

Position Responsibilities

Confers with department/agency to determine purchasing needs.

Develops fundamental specifications for items being purchased.

Interviews and corresponds with vendors.

Surveys and evaluates markets for best sources, new sources, market conditions and trends.

Reviews departmental/agency requisitions.

Determines appropriate method of competition as established by procurement state statute, rules, regulations and policies.

Prepares and issues informal quotes, invitations to bid or requests for proposal using the automated procurement system (PeopleSoft).

Coordinates and attends pre-bid/proposal conferences.

Creates and processes addendum.

Tracks and monitors bid/quote processes.

Processes special procurement purchases.

Coordinates and attends pre-bid/proposal conferences.

Prepares bid/quote tabulations using PeopleSoft.

Conducts public written quote openings.

Analyzes and evaluates bid/quote responses.

Facilitates Request for Proposal evaluation committee meetings.

Submits award recommendations to department/agency contacts.

Attends department/agency board meetings when bids are to be awarded (may be consulted should board members have questions about the competitive process).

Completes purchase transaction, ensuring that purchase orders, contracts and all required documents are completed for public record.

Creates and processes blanket purchase orders.

Reviews and approves department/agency change orders.

Reviews departmental direct purchase orders.

Processes special procurement purchases.

Composes written vendor correspondences

Reviews departmental direct purchase orders

Processes special procurement purchases.

Participates in Mayor's various initiatives where practicable i.e. MBE/WBE purchases, local purchases.

Negotiates the procurement of simple service contracts.

Attends product expositions and vendor outreach or opportunity fairs.

Attends monthly City Accounts Payable/Purchasing (CAPP) meetings and is prepared to provide procurement updates.

Attends periodic department/agency meetings i.e. senior staff, strategic planning, or budget meetings, and is prepared to provide specific procurement updates.

Establishes project team contacts.

Job Knowledge, Experience, and Skills Required

Bachelor's Degree in a business related field of study and at least three (3) years related work experience. Any combination of education and work experience meeting the minimum requirements is acceptable. Considerable knowledge of public procurement laws, ordinances, policies and other requirements governing public purchasing. Considerable knowledge of approved purchasing methods. Considerable knowledge of supply sources and of market and price trends. Considerable knowledge of accounting practices and procedures as they relate to governmental purchasing. Demonstrates a strong command of MS Word, Excel and Access. Skilled as a good negotiator. Demonstrates a high degree of integrity and is trustworthy. Ability to multi-task in a fast-paced environment and can adapt quickly to change. Ability to analyze and evaluate bids, quotes, proposals and contracts. Ability to successfully solve fundamental procurement problems. Ability to obtain and interpret market prices and trends and apply these to procurement problems. Ability to effectively communicate both orally and in written form. Ability to maintain effective relationships with department/agency contacts and members of the vendor community. Ability to effectively manage time to meet deadlines. Ability to work well as a team member as well as independently.

Actions are controlled by established policies and procedures as well as state law and councilmanic ordinances. This position exercises independent judgement and initiative for making decisions in the absence of policy and procedures that control the situation. Errors in judgment may cause inconvenience and expense to the City of Indianapolis - Marion County.
