The Indiana Office of Utility Consumer Counselor (OUCC), a state agency, seeks a Utility Analyst - Accountant for its Water/Wastewater Division. The OUCC's mission is to represent all Indiana consumers to ensure quality, reliable utility services at the most reasonable prices possible through dedicated advocacy, consumer education and creative problem solving. For more information about the OUCC, visit the website at on Twitter at or on Facebook at The selected candidate will conduct a variety of accounting reviews, which may be broad or narrow in scope and of varying complexity and difficulty. The candidate will plan and conduct the accounting reviews within the time constraints of the agency. The candidate will use creativity and resourcefulness to uncover and document irregularities or non-compliance. This position must maintain confidentiality throughout the entire review process. The candidate must be able to manage multiple cases, prioritize workload and meet deadlines. This position will receive general work assignments from a supervisor. The selected candidate will be expected to make decisions and exercise significant judgment in the application of agency policy and standards. This position works with multi-disciplinary teams that includes attorneys, financial analysts, accountants, engineers, and other specialists. This position is responsible for preparing written reports, related workpapers, accounting schedules and testimony which supports judgments and conclusions for financial condition and compliance. The candidate must be able to meet deadlines, while handling multiple tasks. The work product completed by this position is reviewed by a supervisor for compliance with agency policy and standards. Some travel will be necessary. A Day in the Life: The essential functions of this position are: Review financial statements and other financial information of regulated water and wastewater utilities and evaluate and interpret the reasonableness of the utility's proposals. Participate as a case team member on complex regulatory cases and be a significant contributor responsible for addressing accounting and regulatory issues. Review pre-filed written testimony and gather additional information through written requests, onsite reviews, and other research methods. Develop technical opinions based on the review of utility financial statements and all other relevant utility applications, petitions, testimony, schedules, and exhibits. Draw conclusions from information gathered during reviews to build case foundations that contribute to the overall case development. Prepare persuasive written reports, testimony, exhibits, and accounting schedules to support OUCC positions and make recommendations. Provide oral testimony from time to time before the Indiana Utility Regulatory Commission (IURC). Other duties, responsibilities and activities may change or be assigned at any time. What You'll Need for Success: Minimum of a Bachelor's Degree in Accounting. An advanced degree in accounting or professional certification is a plus. Extensive computer experience with MS Office (Word and Excel) is necessary. Possess: strong written and verbal skills; the ability to work independently and in teams to meet deadlines; and the ability to produce work product in a well-organized manner. Intellectual curiosity and the ability to think critically and originally and extend principles, theories, concepts and methods as unique circumstances or new developments may require. Ability to constructively identify and solve problems. Ability to work on and/or manage multiple cases simultaneously. Ability to summarize and communicate complex technical issues. Ability to make and support objective and well-reasoned recommendations. Ability to work under stressful and occasionally adversarial conditions, such as under cross-examination and short timelines. Knowledge of water/wastewater utility industry or IURC regulatory practices is a plus.
