The R&R unit is responsible for developing peer-based programs
and services that enhance consumer engagement and help the consumer
reach their recovery goals. This may include working directly with
consumers and families upon request, recruiting consumers and
families for Optum and/or health plan initiatives, supporting
existing consumer initiatives, supporting the grievance process,
engaging in quality initiatives; collaborating with care advocates,
providers, and community agencies to support consumer access to
needed services; designing and scheduling orientation; creating and
implementing a comprehensive ongoing training program with and for
consumers, families, consumer and family organizations, providers
and staff; implementing specific projects at the direction of the
Executive Director, and creating and maintaining communication with
consumers, youth, families, consumer and family run organizations
and providers.
The Recovery & Resiliency Market Lead is a transformational leader
in the market to move from a medically - oriented system of care to
one that is member centric, where recovery principles are embedded
into the state's health care system. The Recovery & Resiliency
Market Lead is charged with ensuring that recovery and resiliency
as well as the perspective of consumers and families are actively
considered in every phase of our operations. This includes,
identifying community and other programs that will increase the use
of these principles, working with the behavioral health community
to further refine these principles as they relate to services for
consumers, and developing and implementing internal and external
based training programs.
Location: Indianapolis, Indiana
Schedule: Monday through Friday 8:00 am to 5:00 pm
Primary Responsibilities:
- Develop engagement programs and services to enhance consumers'
engagement in their own recovery
- Uses his/her own recovery experience and training to assist
consumers with defining their recovery goals, and developing the
skills and knowledge necessary to achieve identified goals
- Create and implement a comprehensive training and education
program for peers, families, providers and staff
- Establish strong collaborative relationships with existing
consumer and family organizations, such as local NAMI and Mental
Health American chapters. Promote and facilitate active engagement
with these organizations
- Support and strengthen the work of local consumer and family
run organizations including communicating new and innovative
successful consumer-driven services and programs occurring across
the country through workshops, newsletters, web casts and meetings;
providing coaching, training and support to develop new consumer
delivered services based on consumer and family needs; and sharing
information about funding opportunities
- Communicate plan information, clinical policies, data analysis,
program evaluation, and other key topics to and with consumers and
consumer organizations
- Identify and outreach to community and leaders of ethnic
minority groups to identify and develop programs based in recovery
and resiliency that are culturally competent
- Coordinate outreach to specific populations to ensure access
to, engagement with, and utilization of needed services. Coordinate
specific outreach programs with the Quality Unit
- Serve as a member of committees and subcommittees as designated
by the Executive Director
- Participate in quality review processes
- Ensure that the voice of consumers and family members is a key
part of every significant behavioral health policy decision made by
Optum and the health plan, including the prioritization and
implementation of programs and practices
- Facilitate lines of communication between the health plan and
consumers, youth and families about all aspects of the behavioral
health care delivery system as well as their rights and
responsibilities
- Participate in initiatives as assigned by the Executive
Director
- Recruit consumers and families to participate in the ongoing
identification of best and promising practices to be used as the
foundation for system change initiatives as required
- Through collaboration, training, and consultation with other
staff, promote a culture where the consumer's unique recovery
goals, needs, point of view and preferences are recognized,
respected, and integrated into treatment, rehabilitation, and
community self-help/mutual support activities
- Expand opportunities for the provision of peer support,
including assisting providers to expand their current
Medicaid-reimbursable responsibilities as well as identifying new
community-based services to fill existing needs while
simultaneously offering new opportunities for peer support
services

Required Qualifications:
- Bachelor's degree or (Higher) or equivalent 5 plus years'
experience in a managerial role
- 2 or more years of experience demonstrated understanding of the
principles of recovery and resiliency and lived experience
- 2 or more years of experience demonstrated understanding of the
tenets of mental health recovery
- 2 or more years' experience organizing and leading educational
programs and events
- Proof of successful completion of a certified peer specialist
training program
- 2 or more years of experience in a leadership role
- Intermediate level of proficiency with Microsoft Office (Word,
Excel, and Outlook) and be able to access multiple web
applications
- Ability to travel 75% of the time within territory
assigned
- Reliable transportation, with a current and non-restricted
state of Indiana Driver's License and State-required insurance
- Full COVID-19 vaccination is an essential job function of this
role. Candidates located in states that mandate COVID-19 booster
doses must also comply with those state requirements. UnitedHealth

well as all client requirements and will obtain necessary proof of
vaccination, and boosters when applicable, prior to employment to

Preferred Qualifications:
- 1+ year of experience with Medicare and/or Medicaid
Population
- Experience with writing and submitting regulatory reports
- Experience managing multiple projects
- Understanding of applicable business departments' operations,
drivers, and/or procedures
- Understanding of fundamental behavioral health-care-related
terminology, programs, and/or services
- Understanding of relevant federal and state regulatory
guidelines (e.g., CMS, NCQA, HIPAA)
- Ability to work autonomously and ability to self-direct
- Ability to work in multiple systems and applications to
complete daily tasks
- Bilingual- Spanish
