Job Description Essential Duties and Responsibilities: Duties
include, but are not limited to: Assist in the oversight of all
residential and non-residential permit reviews, coordination and
issuance. Assist in the oversight for all building projects,
reports, and procedures. Assist with the daily operations of
department to apply, interpret, and enforce the
commercial/industrial, residential, plumbing, electrical,
mechanical, housing, and building codes of the State. Responsible
for assisting in the enforcement and explaining the requirements of
all applicable International, Federal, State, Local ordinances, and
regulations to contractors and the general public. May Assist with
developing capital and strategic plans. Assist in the short- and
long-term planning and implementation of all building related
projects. Assist with issuing all building permits. Assist in the
issuing of condemnation notices to owners and builders of improper
or hazardous structures. Assist in maintaining compliance with ISO
regulations. Assist Floodplain Manager which includes the
Responsibilities of enforcing FEMA rules and regulations including
but not limited to the National Flood Insurance Program (NFIP).
Assist in enforcing all Plan Commission approvals, Board of Zoning
Appeals approvals, and Town Ordinances. Assist with researching,
developing, and implementing, and/or reviewing, interpreting, and
recommending changes to specifications, standards, policies,
procedures, codes, regulations, and ordinances that relate to
department goals, objectives, policies and procedures. Participate
in local and state initiatives, task forces, events, and related
professional committees as assigned. Assist in the enforcement and
compliance with Stormwater management, local ordinance, state rule
5 327 OAC 15-5 and state rule 13 327 IAC 15-13. Assist in job
inspections and verify work in progress and completed work of
employees for accuracy, proper work methods, techniques, and
compliance with applicable standards and specifications. Receives,
tracks and monitors bonds. Prepare and maintain inventory, records,
and reports. Assist with the Towns website as it relates to the
Department of Development Services, as well as other departments as
needed, with information and content. Ability to coordinate and
effectively communicate orally and in writing with co-workers, Town
Manager, Assistant Town Manager, Town Council, other Town
Departments, contractors, vendors, and the public, including being
sensitive to professional ethics, gender, cultural diversities, and
disabilities. Assist in responding to inquiries and complaints
regarding drainage, building enforcement, Town Code enforcement,
and other miscellaneous issues, and initiates action to resolve
valid complaints/requests. Attend all meetings and trainings as
required. Employee serves as a back-up for the Building
Commissioner in his/her absence. Maintain strict confidentiality
regarding Town issues. All other duties as assigned by Department
Head or his/her representative. This position will be subject to
the rules, policies, and operating procedures established by the
Town, as they may be amended from time to time. Supervisory
Participation & Control: This job has some employee supervisory
responsibilities. Requirements Qualifications: To perform this job
successfully, an individual must be able to perform each essential

An Associates Degree in Construction Engineering or related field;
and three years related experience and/or training; or equivalent
combination of education and experience is required. Previous
experience working in municipal government is preferred. Previous
experience in a supervisory role is desired. Knowledge, Skills, and
Abilities: Must have, or be able to obtain, an Indiana Building
Code, Indiana Building Code Amendment, and Indiana Residential Code
Amendment Certificates. Must have experience managing projects.
Must have customer service experience. Must have the ability to
read and interpret building plans and specifications. Knowledge of
Rule 5 and Rule 13 Storm water Management rules and regulations.
Proficient with commonly used office software, including but not
limited to: MS Word, Excel, PowerPoint, Outlook, as well as
telephone and internet communications. Ability to handle
confidential information. Strong interpersonal skills and the
ability to communicate effectively in writing and verbally with all
personnel and residents at a professional level. Effective
prioritization and time management skills. Ability to work in a
fast-paced, high-pressure, deadline driven environment. Strong
initiative to strive for continuous accuracy, quality, and
timeliness of information. Ability to build and maintain effective
relationships through strong interpersonal skills with emphasis on
relationship-building and consistent demonstration of solid
professional judgement. Ability to manage multiple projects and
tasks simultaneously. A genuine commitment to quality on behalf of
the Town while building a culture committed to excellence is
mandatory. Must have and maintain a verifiable Driver's License,
demonstrated safe driving record, and remain insurable through the
Town's liability insurance carrier if applicable. Physical Demands:

are fixed on a given point), depth perception (three-dimensional
vision, ability to judge distances and spatial relationships), and
the ability to adjust focus (ability to adjust the eye to bring an
object into sharp focus). Work Environment : The work environment

community with moderate safety/health hazard potential. The noise
level in the work environment is usually moderate to loud. While
the role follows a work schedule of 7:00AM to 4:30PM, Monday
through Friday, this job will require work beyond these hours which
may include weekends and holidays. Employee shall be on-call as
required. Frequent in-town travel will be required. The Town of
